Paraphrase of cypher telegram of August 7th from
Secretary of State to H. E. the Governor.
It has now been decided by His Majesty's Go-
vernment that it is most important that all enemy's
reservists should be detained as prisoners of war, whether
naval or military, in order to enforce proper treatment of
British Officers and men who may be captured. You should
therefore act accordingly. Direct Reporting Officers to
telegraph direct to Admiralty names of merchant vessels
whether British or neutral, on which enemy's reservists
have embarked.
